A recent report by the bipartisan Partnership for a Secure America gave the Bush Administration a C for its overall efforts against nuclear terrorism. Reading the report, it's hard not to get the impression that C was a generous grade.

Last week, North Korea evicted international nuclear inspectors from its Yongbyon nuclear facility and removed the seals from its nuclear fuel processing equipment. And when I say seals, I don't mean seals in the adorable sea creature sense.

What is a Status of Forces Agreement?new

With its proposed SOFA, the U.S. is essentially proposing Iraq officially sign away its sovereignty. Granted, it doesn't have much sovereignty, but Iraqi leaders, like leaders everywhere, want more power for themselves. Damned if they're going to sign an agreement that turns their entire country into Fort Bragg East.
