Raymond Burke, the new archbishop of St. Louis, seemed to have tended his garden well while bishop of the Diocese of LaCrosse, which reported a low rate of clergy convictions for sexual misconduct. But some members of his former flock say if clergy sex abuse cases were few and far between, it was because Burke was a master at keeping a lid on them.
