What's behind low salmon numbers in the Columbia River Basin? The Army Corps of Engineers pins it on the Caspian tern, a fish-eating migratory bird species that likes to eat salmon smolt. The Corps' "relocation plan" will send the birds to other islands in Oregon and California, including one-acre square island recently built in the Fern Ridge Reservoir.
